My client had $12 withheld for Aurora Colorado local income taxes. He worked 6 months for a company in Aurora Colorado. I am aware that the local taxes an employer is required to withhold is $2 per month. This makes me believe that enough has been withhold to satisfy local Aurora tax obligation. Is there a local filing form I need to include on the Colorado Income Tax Return

For $12 I'd ignore it. Deal with it if Aurora sends a notice.

Some localities, like Bowling Green KY, collect local tax based on your local wages and their is not a form or process to reconcile the local taxes, generally the localities interact with the employer. If they take too much try and get it, if not enough, see the previous sentence.
