Try it the other way around then. But first, make sure youve deactivated  background updates prior to these steps.

Uninstall  those particular states you dont want in Windows Add/Remove Programs. When you go here, it will seem like youre uninstalling the entire program, but it wont.  A window will open when you choose Uninstall that will give you options for uninstalling individual modules . 

Once youve uninstalled,then open ProSeries and go to Update > Select and Download New Products and uncheck those states you dont want, then Continue though the update procedure and that state you uninstalled shouldnt come back.
