I've got a client who is requesting their information from the 2019 return I processed in the 2019 Proseries software, and I only get the above error every time I try to open the software. 

No login screen
Running in Admin didn't work
Running in Compatibility mode didn't work.

Running from root files didn't work.

Go to the Windows Programs Menu and find PS 2019, you should see an Update option below it....that should fix the problem.

They sent out several yellow banner alerts this summer that warned this would happen if you didnt update your prior years programs.
