Why can't the ProSeries programmers design the 1040 program to put a red error message for returns that have a Social Security 1099SA carried over from the previous year?

Maybe the client went back to work. Maybe the client is under 70 and decided to pay back benefits and wait till later to collect. Why can't the programmers automatically alert when the client is over 70 and not collecting Social Security? Maybe they never paid into the system.
This falls in the category of "why can't the toilet paper automatically advance when someone sits on the throne?"

The SS worksheet DOES show in the list of Forms in Use on the left side of the screen when they had it the prior year, but yes, a flag of some kind would be handy.

Create a preparer note on the line in question. It will transfer from year to year and remind you if there is a carryover.
