Taxpayer did not receive refundable child tax credit because the box on the principal place of abode on schedule 8812, letter 6419, line A1 questionnaire was marked NO. Can the return be amended with the correct answer YES in order for the taxpayer to receive the refundable child tax credit?

Sure. Why not. However, you will want to wait until original has been processed (refund received) before sending in amendment. 

I imagine this is going to be a quite common occurrence.  On a semi-related matter, I had a return with Form 2441 credits that I did not hit the residency box but fortunately they had enough tax so when it appeared as nonrefundable it was fully allowed.  I am not going to amend since it has no effect on tax.  But I would bet this is happening a lot. 

It would be nice if there was a diagnostic on both of these but once you miss it and realize it, you won't miss it again.
