Thank you all for the comments on this post.  I am working on one now for a 2021 return.  I thought I was making this totally harder than it should be but judging by these posts, I am experiencing what you all are going through.

GA denied an NOL carryforward on two of my clients for 2019.  That is how I knew about the issue.  I responded to the GA proposed assessment of increased tax and still have not received any further notice or resolution.
