I tried clearing Internet Explorer after 90 minutes with Lacerte tech who doesn't know why. I don't get an error message. I am in Canada, I tried VPN that didn't solve the problem. I have the latest version of the software. I tried 1099 - DIV, and 1099 - B, and 1099 INT.

I am selecting Import Client Data from Accounts Now. 

Anything else to try?
