Sooo I cant print out a 2018 CA return because some forms are not final......it only allows me to Preview them, no printing

Don't those pages generally print with DO NOT FILE all over them?  Why can't I print it out?  

Are some dummies out there actually mailing in CA forms that say DO NOT FILE on them?

There are no dummies in the world of tax preparation.  However, there are some preparers that can't read so they probably think DO NOT FILE, means hurry up and file.
