When will instructions for forms 4562, 8606 be final so we can e-file

You need to ask IRS. The forms are in draft with them, so Lacerte has little control. e.g. 8606 https://www.irs.gov/pub/irs-dft/i8606--dft.pdf  My favorite so far is 1040-ES is not ready.

4562 and Fomr 1065 SCh D appear to have been finalized on IRS.gov.....

You can go ahead and file if the only obstacle is the instructions.

Correct these forms were finalized by the IRS but the instructions were published only on Jan 30 and 31, respectively.  According to Intuit's website (https://lfs.intuit.com/#/s/US/I), the final forms were released on Feb 3.  Have you updated Lacerte to the latest release?
