When Kansas City Earnings taxes are included and sales tax are forced on the itemized deductions, Form MO-A, part 2, line 11 is negative and the amount does not match the amount on line 10.
Solution:
This issue is scheduled to be resolved in a product update 03/19/2019 (Version 39.0319).
