Can money in a 457 and 403b at the same time be deferred and what is the limit

Client wants to contribute to both plans but how much will be deferred?

Yes they can do both. The maximum 403(b) is allowed, it is the same as 401(k). I'm not sure what the 457 limit is but they can max it, too.
