Workstation will not uninstall

I have a network install professional program, one new workstation will not update. I was trying to follow the directions to uninstall and reinstall, but when I go to Control Panel and click Uninstall, it says another Proseries user is accessing it right now, and nothing else is on? Even Tool Hub will not work. Any suggestions?
