WI - 2021 Earned Income note

What does "You must use your 2021 earned income." note at the bottom of Page One of Form 1 mean we are to do?

Could it have something to do with the EITC look back to 2019 on the federal return?

LOL I dont know anything about WI so I was asking "could" is have something to do with it...I was just guessing, Im not sure thats the right answer!
