Why is taxable part of scholarship (in excess of tuition paid) not flowing to form 1040 when the scholarship in question is for a dependent student and not the taxpayer?

Taxable scholarships go on the student's tax return, not the parents' tax return.

even if the taxpayer claims the student as a dependent ?
