The 'little jackpots' we Virginians received called a 'tax relief refund' early fall of 2019.
Taxable income (depends). If took standard deduction, not taxable. If one itemized, any
refund is taxable. I have a client who 'owed for 2018', but yet received that
small refund. My software didn't include the $220 as Taxable income.
Yeah, it's going to be a mess this year. Pretty much assume that anything that rolls over from prior year is going to be wrong. I did notice that VA is including the $110/$220 on the 1099-G (but the 1099-G will not match what the software is expecting). In many cases it's not going to matter (no tax benefit if the SALT hit the $10K cap).
Way to go Richmond.
