Virginia 760-C penalty exception attachment

TP has uneven income during 2020 and is eligible for an exception that partially mitigates the penalty.  Pro Series slings off an error message during state final review that reads "Form 760C (or 760F), an exception for the Addition to Tax has been met. Supporting documentation for the exception should be attached as a PDF. The PDF should be added by going t the E-file tab in the menu and selecting the Attach PDF Files option."

I attached a PDF.  As part of attaching the PDF, I tried the drop down choices for both "760C" and "Other", yet the error message remains.  There appears to be no other suitable choice in the drop down list associated with attachments.  

Anyone know which drop down item will make this pass the error check? If you are reading this Pro Series Support, an EXPLANATION of which drop down pick to choose would be HELPFUL.  Imagine that, "help" that is actually helpful. Not in my wildest dreams.

I guess I have read too many Internet RFCs in my former life.  When instructions to do something use the word "should", to me that means the suggested behavior is not mandatory.  So when instructions say you "should attach something", to me that means the attachment is optional.  If you require an attachment, then write "You must attach a supporting statement."
