User Roles don't work! Everyone can delete tax returns!

I just got off the phone with support. They were extremely kind and helpful but the answer to my problem was not what I expected.  I was told that any employee that has access to the tax program is capable of deleting tax returns. Previously when you assigned "user roles" to employee's, only Administrators were allowed to delete.  This can be a huge problem. I hope Intuit changes this back sooner rather than later.
