Tax Plan not calculating tax payments correctly, including an amount withheld in previous year not going to be withheld in plan year.

Can you be more specific about what tax payment is not being calculated correctly?  The tax plan is supposed to estimate tax liabilities based on the variables in each scenario and not tax payments.  Tax payments, or rather, payments for ES-tax and extensions must be plugged in by you.

In terms of withholdings, the assumption is that they would be the same as the previous year.  So are a number of other variables, which is not ideal but that's the limitation of the tax plan for now.  The only way to change these would be to alter the numbers on the existing return.  If you'd like to keep the existing return intact, you may like to create a copy, give the scenario return a name, and use that to build your tax plan.

Yes, the total payments on the summary tab does not equal the total entered for tax withholdings on the wages tab.  I've checked every single other place, and no other withholdings are entered.

Did you take a look at Payments / Summary / US Payments to see which number differ from what flows through from the return and what you entered on the tax plan?  It could be from excess OASDI if the taxpayer had worked for more than one employer the previous year but the tax plan would recalculate that based on the ceiling for 2019.

yes, nothing complicated like that.   only payments in are tax withholdings on W-2.
