Hi, I am preparing a non-filer return for a couple that only income they have is Social Security (SSA-1099). They have two great grandchildren that lived with them for 2020 and 2021 and they did not receive any of the recovery rebate credits for the kids. I am filing for 2020 and 2021 to get the recovery rebate credits, but I am just wondering if they qualify for the CTC since they have no earned income? Anyone? and thank you!

"This revenue procedure provides procedures for individuals who are not otherwise required to file Federal income tax returns for taxable year 2021 to claim the child tax credit under § 24, to claim the 2021 recovery rebate credit under § 6428B, and to claim the earned income credit under § 32"
Every where I am reading states you dont have to have taxable income to qualify for the credit or the EIP. I prepped a test return and I am showing a full credit refund.
I encourage you to do a little research of your own and see what you see.
