Why can't I efile a zero income return?

The client has no income but needs to file a return.  Proseries will not efile the return

Why not?  It will efile the state, but not the Federal.

Put $1 in as interest or other income and off you go!

The $1 solution used to work fine - it's not working now.  I have a client w/ IHSS W-2 income; backed out on "Other Income" per Notice 2014-7 resulting in zero - e-filed fine in the past.  Others, I put $1 in.  Nothing is working now - suggestions?

send in a paper return?  that's what I had a client do...

If it has federal withholding on it, you need at least as much income as there is federal withholding in order to Efile.
