What are the limitation for the residential energy credits- Form 5695 for Qualified Solar Electricity? Is it based on tax liability and CTC?

My client has a $9,207 credit on line 13, yet line 16. states  its a carryforward to 2020????

It can only reduce tax liability (it cant be refunded), if no liability, then it carries forward.
