I have a college student just contact me requesting a letter from the IRS about not filing?  needs it for college financials.  Where do I find the quest or do i do a letter on stationary?

An IRS  letter of non-filing?  You can order that like a transcript, its a choice on the 4506-T. 

I dont know how much luck you'll have getting this with COVID, you'll want to contact PPS and ask.

I don't understand why colleges (or other places) ask that because it is meaningless.  All that says is that they did not actually file a return, not whether or not they were required to file.  And I think they pull up the Transcripts anyways, so they can already see that they did not file.
