2020 NY Estimated Payment converts but won't transmit

I'm trying to e-file 4th Quarter 2020 NY Estimated Payment. I can convert the file but I can't transmit the file. I don't even get an acknowledgment for Intuit that it was received. The status of the e-file remains at "Ready to Transmit". Anyone else running into this issue or have a recommendation?

You can’t transmit estimated tax payments after the return has been filed.  And things get even more difficult when e-filing has been shut down.

I basically have the same issue.  Two other people posted about it also.  Trying to submit e-files from the 2019 tax program.  I tried to submit a 990 extension and 1040 & state returns.  Is Intuit having issues accepting E-File transmissions?  I posted below on one of the other people's post. 

Trying to E-file 2019 tax returns & extensions, not 2020.  Is the IRS E-File open for previous year tax return submissions?  Do we have to wait until February 12th to file 2019?  Have some FY filings and older returns to file, but not transmitting to Intuit.  Files are being converted, but not transmitted to Intuit.
