You didnt mention what has already been tried....
I'd uninstall, reboot, turn off any anti virus or programs running in the background, then try to reinstall and reinstall to the default directory, don't try to install to any type of special drive or folder.
That happened to me a few years ago, no one could could help. I started removing programs I had installed one at a time, and it turned out to be a password manager program. As soon as I uninstalled it, PS worked fine. Hope this helps
Did you upgrade to win 7 to 10 this year? If so, i had a similar issue with one of my workstations. Error 1638
The software needs a Microsoft file; “Microsoft Visual C++ 2015 Redistributable”
If it’s on your computer have your tech try a repair. If not, or a newer or different version you may need the 2015version
