My client prefers to pay penalty as opposed to increasing withholding. Will the IRS enforce more withholding or force estimated tax payments?

Nope! The treasury dept is happy collecting those penalties and interest.

Depends....if they are a W2 employee and a chronic underpayer, its possible that the IRS will have the employer increase withholdings.
