The pgm is not allowing me to link (via dbl click) 2 separate passive foreign tax paid amounts to the same 1116, but because they're both from investment accounts, shouldn't I be able to link to the same 1116?

Did you check whether the credit was allowed on the return without F.1116 because your client is eligible for 904(j) election?
