Is anyone having their client's return rejected when they paid estimated tax?

My client made estimated tax payments and should not receive a penalty. The return keeps getting rejected saying the 2210 form needs to be filed. Program filed form and under explanation put 85% exception.

But the return keeps coming back rejected saying ther must be a waiver of explanation statement completed.  Fill that out and its still being rejected saying the same thing.  

I have deleted the return and re-entered info but same thing.

???

Its a known bug with the 2210. If no penalty applies,  I've been using Override and unchecking that Box A.

But with an override - you can't efile, right?

Overriding box A doesn't cause any issues, I have done a couple of those myself.

It pops up a warning that overrides exist, I just click OK and Efile anyhow.
