IRA Disability Exception

What are criteria for a totally disabled person to withdraw funds from IRA. She is 51 and has not needed to have additional funds until she is setting up her own apartment.  Is there a timing issue? For instance did she need to withdraw those funds during her first year of disability?  Thank you. Be well. Laura

Is she collecting Social Security disability benefits?  Then their definition is good enough for IRA withdrawals, and it doesn't matter which year.  If not, then it depends on facts and circumstances.
