How do I amend a return to get a penalty waived?

I found out the taxpayer had no 2017 tax liability, and so should not have paid a 2018 federal penalty.  I need to amend the 2018 return to get the penalty refunded.  The 1040X doesn't reflect the penalty and shows no change pre and post amending.  How do I amend to get the penalty refunded?

I would write a letter, perhaps attaching Form 2210, to explain why no penalty is due.


The IRS does not require that include penalty calculations in the return, and 1040X is not designed to address those concerns.
