Form 8962 Not Calculating Credit

Hello,

My client didn't receive subsidy during the year. Her income is under the threshold, so should get a credit via form 8962.

I marked that she's not a dependent. I looked up the applicable premium cost at https://www.healthcare.gov/tax-tool/#/

Am I missing something? She had the same situation last year and received the credit. I know penalties were suspended, but that shouldn't affect this scenario, right?

I am guessing it is a ProSeries error?
