Foreign Taxes

Taxpayer and Spouse are US citizens living in Canada.  Taxpayer has earned income which I am excluding using Form 2555.  Spouse has 2 pensions.  One is from Scotland and the other is from the UK.  The UK pension is a social security equivalent.  

The pension from Scotland is paid monthly and the taxes are withheld monthly.  No tax return is filed in Scotland or the UK.

When completing the Form 1116 I have marked the Scottish pension as general Category Income. 

Now this is where I am getting confused.  Part III Line 12 is excluding the amount of tax paid.  Since she is not excluding and income on Form 2555 is this a correct calculation since the taxpayer is excluding all of his earned income?  Just need some clarification here.
