I think I know what the answer is but I want to have someone else agree with me first. I have a client that has a 1098-T for 2019.  He tells me that he wasn't in school at all in 2019 and that he was paying for 2018 tuition.  By my reading, he's not eligible in 2019 for any credits because he was not enrolled during that year.  Correct?

The basic rule for education credits is must be at least a half time student during the tax year. Was the credit taken in 2018

He couldn't take them last year as he was his mother's dependent and I think he had the 1098T for last year too.  But I understood the credit rules to mean that he needed to be enrolled.  He was unable to pay the bill until 2019 when he got a job.  Thank you.
