East Lansing, MI non resident tax

I cannot get the software to use .%5 tax on East Lansing return.  I do not know where to tell the computer the taxpayer is a non resident.

The information needed is on the Michigan information worksheet.  When you selected East Lansing you have to check the box for full year, part year or non resident.
