Does anyone know if the stimulus refunds will be applied to old debt, student loans, back child support, tax debt?

The only thing I heard was that it would be reduced if child support payments are due and the amount has been reported to the federal government.  That statement was in The Washington Post article that "gave a calculator for how much you'll get from the $1,200 (or more) coronavirus checks".
