Coronavirus-related IRA distribution in 2020

Spouse received an IRA distribution in 2020. Taxpayer (husband), who is self-employed, experienced adverse financial consequences due to COVID-19.

Can she file Form 8915-E and avoid the 10% early withdrawal penalty on their joint return?

They are not interested in spreading the distribution over three (3) years.
