Client level password

I have been setting a client level password then saving for the password to take effect. The client file shows at the bottom of the 1040 listing appearing to have a password assigned, yet I do not have to enter one to open the file.  When I do open the file, there is no password listed as if I never entered and saved one. Any ideas?

Try to " save it as" don't change the file name, just add the password and save it
