Can the federal tax return be filed by itself and when the state is approved can i file the state return?

i file oklahoma tax returns and the forms are not final so i need to know if i can file the federal return and later file the state return?

It looks like it has to be filed with the federal.

over the years I believe I e-filed federal, and at a later date filed state (WI) and federal again. Would get a message saying federal already filed, but the state would go through. Its been several years so I am a little fuzzy on details, but it couldn't hurt to try.
