This is not stimulus money.

This is an exemption for both children.

There is no $1,000 federal exemption.

Are you asking if your 2 children in college can claim themselves and get the $1000 refundable part of the AOTC. Need to have a lot more details to answer your questions, but you should first get started by filling out the dependents support worksheet. Here is link for worksheet:
