Does anyone know or understand if we still need time to file our clients past the July 15th new date  do we  still file the 4868 extension to file  on April 15 or July 15 for the due date October 15?

There have been several articles in the media discussing this.

The instructions for 4868 say to file by 4/15/2020. I haven't seen any official word changing that. Myself I have a few clients that need extensions every year (snowbirds), and I will file by 4/15/2020. It will not hurt to file them, as I don't want my clients paying any penalty.

Again, amazing what you can find out with a simple question to our friend "GOOGLE".  If you want a six month extension, yes, other wise read the IRS article.
