1040 Individual E-file "not Transmitted"

I am receiving "Not Transmitted.  Open Return and correct any Errors in Final Review and Re-Convert for Electronic Filing"  I open returns and find no errors.  I initially tried to file during the holding period.  I have updated the program to latest release today.  Same error.  Has anyone experienced this?  How to resolve?

Have you verified your PTIN?   it's a new step this year

Tools > Options > Firm/Preparer Info      check the pink box
