Yes, except you may have to contend with long delays in getting the return processed, given the backlog that has built up from the lockdown.

Yes, but do not send by any method that requires signature. Nobody is home to sign at IRS.

Ogden started signing for mail two weeks ago.  Your results may vary.  Not that a signature means anything.  It does provide needed support for the Post Office.
