Filing federal tax return only for 2019

Hi,

Can an individual file only Federal tax return?
AGI is below standard deduction and the threshold for filing state tax in CT. It seems that the individual is entitled for certain refund (withheld tax, ACTC and EIC).
Can I file only Fed tax return and skip the state tax return?

Yes, but often it is best to file for the resident state just to start the clock on statute of limitations for filing. I would file both, but you can delete the state in "Profile"

You wont be able to Efile it until IRS reopens for Efiling
