    Did your brother ask this question earlier today?

    You can't e-file until February so evidently Intuit is taking going to take their time getting that form ready.

    It means what it says "This form is not available for this release." The key part is this release. Continue to check back on a regular basis for updates.  Bookmark this site https://lfs.intuit.com/#/s/US/I
