Clients had child in19, but no SSN yet, & now hard b/c local SS office is closed. Should I extend & file after SSN rcvd, or file paper return w/note as to why no SSN?

Based on the current backlog at the IRS, I also would not paper file

Id extend...you cant Efile "with a note", youd have to amend for the child later and you dont want to have to get caught up in that paper mess theyve got at IRS right now if you dont need to.

When did they apply? https://faq.ssa.gov/en-US/Topic/article/KA-01969 would seem to say the card should be here before they have to file. I would wait and file extension if necessary.
