Can I efile amended return using proconnect or any other software? Or is it that Amended return is always paper file?
Currently, IRS is not accepting 2020 returns as file because systems aren’t up, does this also mean I can’t paper file?

Starting with 2019 returns, e-filing amended returns became a possibility. As opposed to e-filing, paper filing is open 365 days a year (366 for leap year).

The Efile system itself isnt back up yet, for any years...try back again on or after Feb 12th when Efiling is set to reopen. Waiting until the 12th will still be faster than paper filing, unless of course theres money due and you just want to get it in.

There's debate whether e-file is open for amended returns; the consensus is nope (but I suppose you could always just try it...). If you do, let us know.
The IRS is slow as molasses in Minnesota when it comes to paper filings, BUT they evidently don't really process amended returns that are e-filed very quickly anyway, from what I hear.
If I had one to file, I'd probably wait until 2.12.21 & efile it. YMMV

As the IRMN says. But wait, Intuit may have something to add. After all, it's their tax software and they call the shots. Shouldn't they? /s
Ah, Intuit says, yes and no. Yes, you can e-file 1040X for TY2019 and beyond but, no, you can only e-file 1040X for original returns that were previously e-filed with their software.
But you say, "I heard other tax programs can e-file any 1040X, even if the original return was prepared and e-filed by the client."
