"Unable to Locate Common Files Folder," error when accessing ProSeries

The error ProSeries was unable to locate the Common files folder, can manifest on an installation of ProSeries for a variety of reasons, such as the workstation installation cannot access the network drive, a computer has more inbound connections than the Windows operating system allows, a wireless connection has been disconnected, or the Run as Administrator, checkbox is selected incorrectly. Another common cause of the error is third party software interfering with the ProSeries executable file.
