While IRS rejects for duplicate SSNs are common this time of year, you may see this more frequently due to the taxpayer using the IRS Economic Stimulus Tool to get their stimulus check. That tool filed a simple 2019 return for them. This means a return has already been processed for their SSN, and will be rejected as duplicate.
The IRS site indicates: The Economic Impact Payment's Non-Filers tool was not intended to be used by a taxpayer who also needed to file a tax return with the IRS for tax year 2019. If you used the tool to register for a payment, you cannot file your tax return electronically. You will need to file an amended return and write Amended EIP across the top.
