How can I force a MD estimate to calculate?

Individual return? Screen 7.1. 2nd item is Estimate Options > State Column > Select one of the options.

In the next section you can input a fixed amount for 2021 estimated tax  [O] to make an override.

There are more sections below for Federal and Maryland Adjustment to add or subtract to the 2020 income to do the estimates.

As it turns out, I am an idiot.  I was causing it not to calculate an state estimate by placing "7" on the "Apply overpayment ...." line.
