Will the IRS extend the filing deadline for 1099-MISC forms since they are not mailing out bulk form orders?

I'd guess no...as those forms could/should have been ordered well before the 12/22 government shutdown.  AND, you can always buy the forms at your local Office Depot/Staples.

Looking around the IRS website, I'm not seeing anything that addresses this.  I also checked the Newsroom with no luck. If they do make an announcement it should show in one or both of these two places:
