I am preparing a 2020 gift tax return. The donee lives in Canada. There are no lines on the donee input screen to enter the foreign region, postal code or Country. I am getting a critical diagnostic asking for the state and zip code. How do I fix it?

Disregard the diagnostics as you will not be able to clear. The 709 must be paper filed.
